Cannot Buy Anything With My PayPal balance

For the past 2 days I have been trying to buy stuff online from Ebay, League of Legends, and a couple of other stores and when I am check out with paypal I am getting a error message as soon as I am going to send the money saying "This payment cannot be completed and your account has not been charged. Please contact your merchant for more information." Contacting paypal was completley usless for me and it is such a pain. If anyone has resovled this please tell me. Thanks

Do you have a backup card linked to your PayPal account as well? 

Only normally you can't use funds in your balance without one linked.
