Cancelled a Newegg order, money still on hold on my bank

I made an order on newegg and i checked a box for saturday shipping for an extra $12, come to find afte reviewing the order it did not for some reason see that i checked saturday shipping. I cancelled this order and re-submitted a new one with saturday shipping but now i am stuck with instead of $1500 for my order from my bank, $3000. I want to know what the timeline is for paypal to release a hold on my banks funds. my paypal page shows that the order i cancelled was cancelled but i still have the $1500 hold on my bank.

It's not up to PayPal.

It's up to the seller.  You could verify with the seller tht the first order really was cancelled.  Ordering a second without assurance of the first cancellation is very high risk.

You didn't specifcy how you paid, but I assume it was from your PayPal balance and that PayPal would then withdraw directly from your bank.  If it was really cancelled, it should only be a "hold" or "authorization" on your bank (you will need that information from your bank), then it will release in several days when the hold expires.
