Canceled payment but it is not showing up in my paypal wallet.

I purchased an item from an ebay seller using paypal and my debit card, after 2 days the seller did not accept payment and stopped communicating with me. I canceled the payment via the cancel button on paypal. The funds did not show back up in my paypal wallet. I saw that the cancellation was put on temporary hold due to funds not being completly processed through the bank but I see on the banks site that it is completed on their end. Should I be worried about this or does this normaly happen when you cancel a transaction?

I checked the activity log and when I canceled the purchase paypal said the money was in my paypal balance buy my balance still reads 0.00.
