Cancel Pending Payment

My online purchase didn't go through according to the merchant, but PayPal shows the payment as "pending". Can I cancel it and go back and reorder?

It sounds like this might be a pending PayPal authorization/order. Typically a pending payment would need to be cancelled by the merchant as they still received an authorization for that payment. If the merchant never puts the payment through, the authorization will automatically expire after 29 days. Most pending payments do not hold any funds while they are pending and if the merchant didn't receive the order, they will probably not being finalizing it.
Hopefully the merchant can get this cancelled on their PayPal account quickly. 🙂
