Can't send payments to a merchant

I am trying to send a payment to a merchant

amount is: 466.66 €

I have sent many payments to them before

I get an error message when I try to pay the invoice

"Error: Paypal error: Transaction failed"

They accept in-site payments only

Is there a minimum balance needed to send a payment?

No, there's no minimum balance needed to send a payment.

As for the error message, suggest contacting the merchant first with your concerns.  If the merchant is unsure about the error message, your next step would be to follow-up with customer support.
