Can't Use Credit Card on Account when Paying from a Web Site

I have a credit card associated with my Pay Pal account. I have used it for years with no problems.
However, for some reason, the last few times I have tried to make a payment on a web site using my PayPal account, I hit a brick wall. It logs me in to PayPal, and it shows that I have "1 Active Card" on my PayPal account. But it will not allow me to just charge to that credit card. It requires that I link another credit card to my PayPal account.
Why will it no longer allow me to charge to my credit card already linked to my PayPal account?
