When making an ATM withdrawal, will my backup funding acct be tapped automatically if my paypal acct is short?

Actually, no. PayPal only allows you to withdraw from your PayPal balance when doing an ATM withdrawal or debit card PIN purchase (in other words, "debit" vs. "credit").
The backup funding source is only used (if specified for the PayPal debit card) for credit ("signature") purchases if you don't have enough funds in your PayPal balance.
