Authorization unsuccessful from the merchant but shows pending on my line of credit

Got an email from the merchant saying the authorization was unsuccessful, using my paypal line of credit. The purchase is higher than my limit, the charge shows pending on my transaction history and there is no decline email from PayPal. Any ideas? Maybe the increase was declined? The email from the merchant says something about "the issuing bank requires voice contact before proceeding" call PayPal? Thanks!
