Why does it say i have 'insuffiecent funds' ?

I have got pay pal to transfer money from my account to my pal pal account which is pending. I have order several cheap items on ebay but now when i order something it doesnt let me? It is my bank account and not my card but im curious why wont it allow me as i have 'insufficient ' funds when i dont in my bank account?
