Paypal transaction didn't seem to go through, but money was deducted from bank account

My husband sent over $600 to my Paypal account about an hour ago. Right after he sent the payment, his browser oddly took him to his Paypal homepage instead of the information page summarizing the transaction. The transaction itself doesn't show up on his Payapl history and he didn't get any notifications via email. I didn't get anything either. There was no trace of the transaction except on his bank account, where the $600 was immediately deducted.
Upon closer look, we found out that his account has a $500 withdrawal limit. If that's the reason it never went through, why did Paypal deduct the money from his bank? Shouldn't he have gotten a prompt saying he can't send over $500??? He went through the process of verifying his account to lift that withdrawal limit and now the limit's lifted. But nothing's changed. Where did the money go exactly?
What is there to do in this scenario? We're panicking.

Same problem here. Receiver did not get the funds and on my PayPal there is no trace of the transaction for USD funds going out.
