I've had this problem for a week now, and have called paypal to unlock my account once already.
Before this all happend, I was trying to change my password as part of a routine. I was asked to complete the process by giving my 'Full Account Number'. It showed me my last two digits, and I was certain that what I typed in was correct, but apparently not. I gave the account number shown on my savings account that ended in the two digits shown, but it did not work.
I've seen a lot of posts similar to mine, but there are no solutions.
I am asking for the format of the 'Full Account Number'.

I had the same problem as everyone else, and after several attempts I tried a format PayPal accepted for my USAA checking account number. Someone else with USAA might have luck with the same format. When I log into USAA my account number appears in the following format:
xxxxxxxxx
The format PayPal accepted was
0xxx-xxx-xxx

Hello
I have been stuck unable to login to my pay pal account for over a year for this reason as well and just spent two hours trying to finally work it out. This has to be the most frustrating service - obscure security questions and dead ends where only an account number from 6 years ago will do. I went back to a UK tax return from 2010 to find out what it was and then had ot play around with formats, google barclays account number formats and read through blog upon blog. Then I realised I need an Australian account to accept Oz cards and addresses. More time spent/wasted.
Finally, I am not sure where to record this, but I receive spam emails from 'Pay Pal' almost every day, telling me my account is going to be closed down. Is the actual pay pal company aware of this, and can anything be done to stop it? It's been almost daily for the last several years. Maddening.
Regards, Basia

Has anyone had any luck with this issue?
I have sent mails to them, but they do not respond. Next week I will try to call them and demand status report. Unfortunately their phone support is not working during weekend.

I'm having the same issues, but found a workaround.
1. Link another Bank. Yes, use the same bank and remember the Full Bank Account # you entered just in case.
2. You will go through the same process where PayPal will deposit money for verification.
3. Once you verify your same bank, you can delete the old bank you are having issues with.
This worked for me.

I do want to point out that it will let you change your security information afterwards based on entering your password rather than Full Account #. I'm not sure if this is a change to the way PayPal works now, but just in case, still note your Full Account # in case they **bleep** with you again.
