Delaying payment till after the Webinar

Hi
We want to be able to say to the people who register for our webinars.
Register. As part of that, we will take your payment information - credit etc.
Attend the webinar.
If you think you did not receive value from attending, let us know at this email address xxxxx etc by 24 hours after the end of the webinar.
We will not be processing the actual credit card charges until 24 hours after the webinar.
If you think you did not receive value from attending, let us know at this email address xxxxx etc by 24 hours after the end of the webinar.
If you do that, we will not bill your card.
Is it possible to do this through PayPal?
