I'm trying to send money to my friend, she sent me here email and I sent it and she told me that she didn't receive it so I thought maybe she mistyped her email, so I cancelled the transfer and asked for her PayPal me link. I tried to send to that but PayPal keeps saying that it can not do the transfer right now. Why is this happening?
