"Sorry, we can't complete your purchase at this time"

Hi,

 

I'm trying to buy a board game from hobbyworld.ru for myself. While doing this, I logged into my PayPal Business account to pay for it that way, and got the error in the title. Here's some information that might be useful:

 

This is an international transaction. I am in the United States, and the website is in russian, using rubels. My funding source is my primary source on my account, my bank account. This has only been occuring on this website, with this transaction, and my email is confirmed.

 

Any help would be much appreciated.
