Unable to add PayPal as a payment option on XBox Live

I've tried to link my PayPal account to my XBox Live account, and haven't been able to.  It used to be linked, but I removed the payment option on my Xbox Live account as my niece and nephew had used it a few times before, and I wanted to stop them from doing it.  Now I'm not able to add it back!  The account doesn't have any blocks on it as far as I can tell, and its got a positive balance.  The account was removed from my XBox profile the morning of Friday May 11th and I haven't been able to add it back since that afternoon.

 

Microsoft finally got back to me after a few back and forths with this response:  "To successfully use a Paypal account as an Xbox Live payment method, you must have a billing agreement ID from Paypal, which will set permissions to allow reoccurring payments... the issue, usually, is that Paypal may be ready to accept the charge, but won't authorize it for automatic renewal... this kind of block can occur if you have previously used it, removed it (thus ending the agreement), and then attempt to start it again... I would suggest contacting Paypal to check if they have a block in place and ask them to remove it!"

 

Can anyone here help?  I never actually had any type of recurrent payment with XBox Live - it was just used occasionally to buy points or games.
