Seller sent wrong item through global shipping program

I purchased an item from an Ebay seller (his location is in the US) through the global shipping program. For those who are unaware, the items are shipped to the kentucky GSP location (a pitney bowes centre) then passed on to a Canadian courier which gets sent to the buyer.
The seller sent the wrong item, he is currently contacting GSP to figure out how to exchange an item.
I would like anyones help to know the proper process of exchanging the WRONG item that the seller sent, so he can send the correct item to me.
Also if he were to offer a refund instead how do I get pitney bowes to pay me back the import and shipping charges?

Update : Contacted GSP myself - liability is with mutual agreement between seller and buyer to exchange items.
Something with less than three legs, but more than two.
