Purchases and exchange rates

I've made many purchases using paypal as a payment service. I've noticed with many of my purchases that the exchange rate from canadian to us dollars is substantially offset. Today, August06,2014, I made a purchase of 22usd on ebay and the conversion to cad was 24.73. The currency exchange listed on the paypal invoice is listed at "1 Canadian Dollar = 0.8897 US Dollars", yet any place I find official or unofficial currency excgange rates it is listed in the area of 1 cad=0.92usd (bank of canada august06,2014). I've noticed this to be existent for some time now and suspect I have made many purchases through ebay with such information on my paypal invoices. Am I missing something here that doesn't show on invoices, or is this an obvious sign of incorrect currency conversion?
