Exchange rate different when making payment at the end of an auction

Hi there,
I made a purchase on Ebay and went to checkout. The exchange rate quoted at the time of sale was 1.14 Euros to one £1. When the payment was made the exchange rate dropped to 1.9 Euros to a £1 bring with it an added amount that I had not planned for or expected. Its a bit like the US bait and switch. You are told on Ebay its one rate and then it somehow without your knowledge gets changed to something else. In this case much lower than advertised on Ebay. Why is this so. Please help. I think this practise is illegal or at worst a deliberate way to may more money for Paypal.

It states on Ebay that it is an 'estimate'.
Advice is voluntary.
