Pending and Confused

I wanted to purchase a pair of heeled boots from Express, online. I decided to pay using my paypal account, but when it came to the final processing it told me it wasn't going to work and I'd have to use a different card or something. But, when I checked my paypal information, it said that the item was "pending", even though it told me on the website it was completely declined? I've made other purchases off this and never came across this issue, but I have recently confirmed a linked bank and confirmed the card as well (even though that wasn't a problem with other purchases). Could that be the steps I needed? If so, why is the item still pending? Is there a way to completely cancel it/ get it off the summary? HELP
