what rights paypal has to reverse ebay final decision (happened in mid 2016)  in seller favor (me) to keep buyer's money who had buyer's remorse?

PayPal doesn't reverse eBay decisions but the seller can file a separate dispute with PayPal if buyer lost the eBay dispute.

Buyer could even use a third option and file a dispute with credit card to get a refund.

my dear, I am aware of all the options a buyer has . When eBay cooperates with paypal, then we can not have two cooks in one kitchen.
