What software did you use to rotate? Did you save the picture in the rotated format and then upload?

I rotated and saved the picture by right clicking, rotate clockwise and save then up loaded to my PayPal picture.

Yeah, I had the same problem. The photo is just a little off square, slightly shorter in width than height (i.e. portrait orientation).
I've rotated and saved several times. No orientation shows correctly. It's approx. 500kb in size.
I right-click on the displayed sideways photo and select "show image." It shows in the CORRECT orientation in my viewer.
So, it's not our OSes, it's not our photo apps, it's not our cameras, it's something in YOUR software that thinks it needs to rotate a photo 90* counter-clockwise. some sites have a way to rotate or crop posted photos. If you do, I can't find it.
