paypal android sdk 2.14.3 scan credit card failed:System error,please try again.

and dubug info :PayPal SDK:Request has failed with error UNKNOWN_ERROR - System error.Please try again later.

PAC Fetch failed with cached error [NSURLErrorDomain:-1003]

please help me and tell me what is the reason  and how to slove it.
