Why are paypal USPS shipping prices completely off?

Ive tried many combinations of the shipping options and none of them come out to the same price or cheaper than what USPS offers directly. I went to a USPS location and was quoted $1.40 for something and paypal wants $2.63. I dont understand why as im using the same options on both sites.

When you pay for shipping in person, you are only paying for the shipping and tracking isn't include that's why it's much cheap. When you pay for shipping online, all labels comes with tracking. If you purchase tracking in person it's much more expensive, I believe $1.35? I'm not too sure about the exact price since I haven't beem to the post office and paid for shipping there in a long time. So the price you were quoted was $1.40 plus tracking $1.35 would be $2.75 rather than paying $2.61 online for something under 4 oz first class

But everything im reading and i even confirmed it when i went in person that the first class postage included a tracking number.

There is no USPS $1.40 something rate.  So you cannot compare that "something" rate with a specific PayPal rate.

 

PayPal rates with Pitney-Bowes are discounted from USPS rates for the same service type.
