What do I do when my money simply isn't there and PayPal's phone number doesn't work?

Hi

My WebHost, 1and1.com, claim they sent me a refund on the 23rd of November but even now on the 9th of November I see no record of that transaction in PayPal. Nothing under pending, nothing on hold or refunded or nothing... It's just not there...

I tried calling them only to get 2 rings followed by "You have reached a non working number" so contacting PayPal is out of the question also.

My only recourse is to ask you, the general community what is happing on my account and hope that someone from PayPal actually reads these forums also.

What do I do? Where do I click? Who do I contact?

Thanks

[removed] in case you were wondering

Sorry for the weird typing but this forum replaces the phone number with a URL

So, you're not in the U. S.   I have no clue on calling PayPal.  The numbers on the contact options at least on the U. S. PayPal page are U. S. numbers.  I have no idea of numbers in your country; I assumed you would get local or regional numbers for options.

For an 866 or other U. S. toll free numbers and I wouldn't expect them to work from non-U. S. locations.  That's probably the reason for non-working numbers.  They are toll-free for U. S. callers.

I just checked the guest and log-in numbers.  They are both toll-free numbers and they would not likely work at all for international calls.

That is why I phone via Skype. I am able to make calsl to US toll free numbers that way.

In fact, I used the exact same method to call 1and1 in the US just before that.

Since I have a US based PayPal account it won't make much sense to try and call local support numbers ... that and I don't think this country even HAS a local PayPal support number... PayPal is very limited in this backwards place. Only one bank supports it and there is a LOT of red tape to go through to pay or receive payments in this country. For example: having a PayPal balance is not allowed. Money has to be transferred to PayPal on a per-transaction basis and any money received into PayPal must be withdrawn to a bank account ASAP. That is why I keep my US account and don't open up a new one over here.

Totally off topic now. Rambling stopping... NOW!

I just tried the  click "Call Us" number for one-time pass code and it is a working number.

I have Skpe but never used it and didn't know it would work internationally for U. S. toll-free numbers.

I've been in backwards places many years ago where there wasn't even a phone (cell phones didn't exist then), and before the internet age.  We only had air mail back then.

Third time's the charm...

First customer support agent:

The transaction went through. Ask PayPal why the money doesn't show up in your account

Second customer support agent:

Please hold while I check for you for the next 15 minutes. Okay, so here is the transaction number, It is not a valid PayPal transaction number but it really is the PayPal number and it is proof that the transaction was in fact made. You should have the money. If you do not, well ask PayPal cause we definitely sent it.

Third customer support agent:

Hi sir. Thank you for waiting 5 seconds. I can see here that we did make the payment but it was rejected by PayPal. it is currently pending another attempt once you've changed your paypal or banking details.

And there you have it... The reason why the money didn't show up was because PayPal rejected the payment. Which is odd in and of itself since the payment was for $81 so nothing major... and yet according to the guy at 1and1 my PayPal seems to be ssetup to allow them to take money from me but not to SEND money to me... ??? Odd... well, let's see what happens next. 😄

where are you now?

If you are no longer in USA,you are supposed to open a new account in the country you are residing.

if you are US expatriate, you can link your US bank to your local pAYPAL account.

do you reject certain foreign currency?

if you have paid with a credit card,it would go back to the credit card.

So the problem is that you made changes to your PayPal banking credentials when you changed countries and there isno way to fix that.

As for the call it shows that persistence and patience are necessary to reach a somewhat qualified PayPal agent.

Didn't the agent offer a solution to fix your account?
