Ok... so I mail out a USPS Priority package to a Paypal "verified" address. The USPS can't deliever it, and its on its way back to me. Who is liable for the fees for return trip to the customer? I haven't heard back from the customer yet... but "verified" is "verified" in my book. Do the buyer & PP duke it out?

You can do your own research with USPS.com to verify that the address is accurate.
You can check the geographic area of the address; it might be a high risk area.
The buyer might have moved and left no forwarding address.
When the item returns, just refund the item cost. Suggest no attempt at re-delivery. If buyer wants item buyer can start oever with a new purchase and shipping.

I am afraid you will have to,unless you ask your customer to pay shipping.
if you can reach your customer by phone,call him.
PP is just a payment processor,PP robot does not engage in duke out with any human being or other robot.
This is ashipping problem between you and your buyer,until buyer files a dispute,PAYPAL has nothing to do with your order.

Thanks for your reply... but PP sent me a notice that the address was "verified". And i sent a notice [before] shipping that it was being shipped to this address. As far as I'm concerned, I did my due diligence... and the "robots" can do whatever they like!

PAYPAL seller PROTECTION-
SELLER MUST SHIP TO THE ADDRESS ON THE PAYMENT NOTICE AND THE ITEM MUST BE FULL OR PARTIALLY ELIGIBLE FOR SELLER PROTECTION.
If the dispute is unauthorised transaction,then all you need to do is t o show you have shipped to the address.
if the dispute is item not received,seller must show shipping and delivered to the buyer address shown on payment notice.
Robot wil handle the case first,if you lose,then appeal.

This is the best way to handle such case,before buyer can file a case,refund the item but not shipping/
There are other reasons why it is undeliverable,if the building is under construction,or being renovated,or buyer has moved and leave no forwarding address,back in 2008,some homeowners face foreclosure,renters moved without paying rent,or it could be a squatter.
I have a case last year,buyer was renovating a place and she gave me that address,it was marked undeliverable,itwent back and forth 3 times between the 2 post offices until I asked them to stop playing football with my package,the package was marked undeliverable,under construction,renovation on going,she was trying to scam me by giving me a bad address hoping the post man would just leave it there!
She lived in a different address and go there to check progress,but she does not live there.
so until you get the package returned to you,you dont know what is the real reason why it is undeliverable

I agree, handle the problem as soon as you can. The goal should be to refund cost only before buyer files dispute. The dispute will be more costly and PayPal doesn't like members to have disputes on record.

Thanks, I talked to the buyer, and rechecked my label info on USPS site. The address was/is correct, and the buyer confirmed it. They did get a small amount of snow in their location. Perhaps the carrier thought he needed a snow shoe to get to the post box? I told the buyer to contact the local PO, or the carrier for more info. I also put a complaint in to the USPS that I was not able to redirect the package. We'll see! Thanks again, Ron

If you have a roadside mailbox and the carrier can't get to it, the carrier does not have to deliver. When living in snow region I knew it was important to shovel out the mailbox area to make it easy for delivery.

The buyer did get snow, so she is going to contact the PO tomorrow. It seems unusal they would send the package back to the sender. I live in a snow region too. They usually hold it back for a day or 2 and leave me a notice. But, her region doesn't get snow very often. Hopefully, they will redeliver the package. Thanks, Ron
