Unable to list due to paypal agreement software problem

I have been using paypal to automatically pay ebay purchases. My paypal account is linked to my bank account. Now I am unable to list anything for sale on ebay. I get transfer from ebay to paypal, am instructed to link paypal to bank or credit card, I am asked to read the paypal agreement. When I agree, I am sent back to the initial paypal agreement page. I have been buying & selling for many years, never had a problem before. No new software on my computer. I use Firefox for browser.

No credit card link. It's not required. Even if it were, I should have received an error message, not dropped into a loop.
