Swap carriers

I am trying to switch shipping carriers from UPS to Fed Ex.  

On PayPal I can swap from UPS to USPS but no option for Fed Ex.

I came to PayPal shipping to change carrier but it did not work, Just able to swap between UPS and USPS.

I have a basic store and it goes right to UPS with no options?

Can anyone tell me how to do this, I have no phone to call Ebay, thanks

if it is an ebay store,I believe eBAY offers Fed Exp.
