Have gotten positive feedback and confirmation of delivery on several packages. Jumped through every hoop that pp wants you to and followed their policy to the letter, yet my funds are still being held. Makes no sense. I do know pp must be getting super rich off of holding millions on top of millions of peoples money.

I appreciate the time you have taken try and help. Still having same issue with paypal balance. It doesn't matter really, after all of my funds go to my bank, I will never use their service anymore. Which leads me to one last final complaint. Wait all that time for funds to be released into pp balance. So I make a transfer to my bank, receive an email stating transfer is being processed and will take 1 business day to process. Nope 3 days later pp finally releases it. Then I happen to see when making another trqnsfer that pp needed to review transfer and will take up to 72 hours, lol! So I knew right then pp was going to hold my money for an additional 3 days. it must be common practice because every transfer is taking 3 days. I also have a friend that is a new seller in a different state and sells different items and pp is doing him the same way. Even my bank says their is no security issue and they deal with pp transfers being delayed by only pp themselves because as soon as a direct deposit hits it is instantly funded into account its directed to. They have to deal with pp complaints and have to tell their own customers its not them, they will have to contact pp.

Ebay and Paypal are 2 separate companies and have 2 separate policies for holding funds for new sellers.
If yours was an Ebay transaction then its an Ebay hold and Ebay authorise when paypal can release the funds.
Also Ebay feedback has no bearing on payment release. Normally for the Ebay hold its when tracking shows the item as delivered + 3 days if you use Ebay / paypal postage.

Yep 2 separate companies and 2 separate holds.

And yes Ebay can authorise release of Ebay payments just like your electric company can authorise and take your quarterly bill amount. 2 companies working together.
The 3 days after delivery I guess gives a buyer the time to check an item out and can file a claim if the item is misdescribed BEFORE your funds are released.
I have tried to help you with regards to not being able to use your balance but as of yet it does not seem to be any of the more obvious reasons.
So you may have to reach out to customer services on that one .
I don't work for Paypal and don't make their policies thank goodness, I can only tell you how things 'normally' work, whether I always agree with their policies is another matter.

I wish I had known this someone sent me money to pay rent and I transfered to my personal CC they said it would take up to 30 minutes which was a lie and now its a whole day later and its still showing pending Never again will I use paypal NEVER again

This has nothing to do with this thread as we were not talking about withdrawal of funds.
However you can't withdraw funds to a credit card in the U.S, only to a bank account or debit card.

Its a scam by paypal. They say to avoid this in the future would you like to apply for a paypal debit card
