Scamming

I was on Instagram looking for shoes to buy . I messaged this guy about a pair of shoes . I sent the money to him using the goods and services . I sent about $88.00 . He told me how he needed the payment to be from friends and family . And I was questioning him . I am also new to PayPal. I really don't know how this works . So he kept trying to get me to refund it . But then we both realize that he was the only one who can refund it. So he did refund the money and I sent it back to him using the friends and family option. Now it been a couple of days since . He told me he was going to ship overnight and send me the tracking info and everything in the morning . The shoe should've been here now . And it's not . I was wondering if there's a way to refund using the friends and family option from a scam.

There are a lot of very experience and very smart PayPal users on Instagram.  They know how to take advantage of inexperienced PayPal members, like you.

Friends/family money is a GIFT with NO RECOURSE through PayPal.

Suggest your thoroughly review and understand PayPal policies for buyer/seller protection before you make any more purchases.  Click on Legal at the bottom of the page and then User Agreement.

If you paid with credit card you could dispute there.  Credit card payment provide more protection than PayPal.
