SOAP API credentials for PayPal Express Checkout integration

How can we obtain SOAP API credentials in order to integrate PayPal Express Checkout with Zuora?  When we login to our account, we see the ability to create REST API credentials, but no option for SOAP API credentials.  Zuora does not provide integration with PayPal Express Checkout via REST API, so our only option is SOAP API.
