I want to issue a refund for the whole amount plus 10%. I tried but "it" would not let me. Is there some way to issue a refund for more than the cost of the purchase?

No you can only issue a ''refund'' for an amount you have received.
If you want to add extra eg return shipping costs to the buyer then you can send it as a friends / family separate payment to their email address and if you fund it via funds in your paypal balance OR bank transfer and NOT a card then its FREE.
Advice is voluntary.
