Refunding a payment, US to India

I am in US and someone in India sent me a payment. A service fee was deducted. Now I want to refund the payment. Will another service fee apply? When I go to refund, it looks like Paypal reimburses the majority of the original processing fee, less the .30 fixed fee. Will another fee be charged to process the refund? Thank you!

.30 is the transaction fee,it is not refundable.
