Proof of Address - verifying an address as a dependent (living under parents)

Hello, I'm new to Paypal and I've been asked to verify my identity.
My ID and SSD were approved but the address was not. I sent my recent bank statement but it was under a P.O. Box address.
I understand that I need to send a statement/bill, suggestively a utility bill, which states that it is under my name and my residential address.
But how can I do that if I don't have a utility bill under my name, because I'm dependent under my parents? (I am older than 18, which is the minimum age to have a PayPal account.)
I did send an e-mail to the compliance verifications (PayPal's Compliance Dept.) regarding this issue, which was brought to the Resolutions Center, as stated by a representative, but they did not give a direct reply. Rather, they stated that they cannot help me because I did not send a (another) documentation to verify my address.
I thought about sending my parents' recent utility bill(s) (permitted) which is under our residential address, along with my birth certificate to prove that I am their child. However, that may not be sufficient to prove that I am living under them.
Is this a good idea?
If not, what is the best solution for me to resolve this issue?

I read similar topics, and one states that it's best to call PayPal support to resolve the issue. I will do so once they are open.
(For some reason PayPal does not give me the option to delete my topic. Hopefully this can be useful for anyone reading this.)
