Help with Account Limitation issues.

So I have problems with verifying my ID, SSN, and Bill. I've sent these a couple of times and I keep getting denied.

First, I'm 18. The only ID I have is from my school: Dove Science Academy. That got denied.

Secondly, I have an SSN that is on a legit SSN paper. That got denied because it was "drawn" on. It wasn't and you can see other photos of SSN's that are the same thing on Google Images. Also, that's how it was back in the day. There was no SSN card.

Thirdly, the bill. Now I don't pay anything. Everything that gets payed is from my parents since I still live with them. So question is.... how do I verify that?

Overall, the question remains: How in the world am I going to verify myself if PayPal won't accept anything I give proof of? It's ridiculous.

Time to get proper documents and be somewhat self-sufficient and get at least a cellphone service bill under your name.  Go to the DMV in your state and get a proper State ID.  Make a clear copies of State ID (or passport), and SSN card with a proper scanner.

I can, however, get a SSN card. Might take a while before I do so.

My parents won't change the name of the bill. I can do nothing about that. I would if I could.

EDIT: I can't change the bill because it's a family bill that's a part of Cricket, so they hold it. It's like they take care of everyone, including my other brothers and sister. My parents hold it, not Cricket.

DMVs also handle State ID applications and processing.  Google "[your state of residence] DMV State ID".

Here are the docs PayPal accept:

Proof of Identity: Driver's license. Passport. State or Government issued ID. 
Proof of Address: Utility Bill. Bank Statement. Credit Card Statement.
Proof of SSN: Social Security Card. Tax Return Documents. W2. Paycheck Stubs.

And "DMV" means Department of Motor Vehicles so you have to go there to apply for a State ID.

For security reasons PayPal needs some standard documentation for an account.  When you establish your own accounts and records you can then start your PayPal account.
