Suddenly without me changing things, several of my customers have been able to add items to their cart and are not offered a shipping method at all and thus not charged. I use Add to Cart buttons stored in paypal. It is very inconsistent, I asked regular customers to test and they either got shipping charges or didn't by adding or removing items from the cart. One person got a shipping amount I don't use at all.
