New shipping charges for 2017

Hello - what is the best way to find out the shipping about per oz?  Is there a list I can use as a guide?  Someone told me the amounts are going up but I don't know where/how to verify this.  In the past I've used a chart that I found online (hadn't failed me at all).

Thanks.  Is using paypal first class a parcel?  I never understood that - why it's parcel and not envelope (which is cheaper shipping).

parcel and first class package vs first class envelope is the thickness.

first class package now starts at 2.62
