Money on hold for wrong reason

Hey, my money was put on hold when It was just a family transcation, I was receiving money from a family member and it was put on hold and says I can only get it quicker if I mark it as shipped? I can't ship it cause I didnt sell anything nor did the sender buy anything. This has to be some mistake. Nor can I mark it as processed!!

The money was sent as a payment for goods/services; you would pay a fee.

So, refund the money and ask it be sent as friends/family.

I cannot refund because its on hold and I dont have any money in my balance.

It said " You do not have any money to refund "

call PAYPAL and ask if they will refund for you,or else you may have to send a small package with tracking,upload tracking and once it is delivered,money will be released in a few days.

Click on transaction and view in classic site and see if it lets you issue a refund but the thing is, if you issue a refund, PayPal charges 30 cents so deduct 30 cents from the amount of refund if your PayPal balance is originally zero.
