Also, I may be in the middle of getting scammed by my eBay customer. They bought something, paid for it and immediately after they asked to Cancel the Order. Soon enough I canceled it, issued a full refund but PayPal only reversed about 90% of the Transaction Fee. Is that what's supposed to happen? Also, about 20 hours later my eBay customer is asking to send them the refund again because apparently they haven't received it yet. Should I just tell them they have to contact PayPal about it? I mean, the refund is reflected on my account. Thanks.

reversal is a credit entry,with credit card there are transaction fee,just likethe original transaction you are charged 30 cents plus 2.9%.
when you reverse the original transaction,there is a 30 cents transaction fee,Paypal used to not charge ,but now they do,
there could alsobe a discount fee,not 2.9% but smaller.
