Due to the increase in "Not Authorized" Chargebacks - from eBay purchases. Then having to wait over 90 days. Only to find out that the credit card company would rather deny my payment, than honor it.
Then of course PayPal just says oh well we tried but the CC company denied authorization, Your account has been debited. Of course the buyer is not going to return the item and eBay doesn't back their transactions.
Far be it to be able to leave the con-buyer a negative feedback.
Would it then be better to just cancel the transaction if the buyer is Unverified?

Were all the chargebacks from buyers with unverified PayPal accounts?
