Does Paypal except purchase orders?

I called Paypal tonight and the woman i talked to didn't even know what a purchase order was.

My question is Does Paypal except purchase orders? I'm getting a grant though the state 

of South Carolina and they need to pay with a purchase order. Its just easier to use ebay and fill

my cart with all my items and fax or overnight a purchase order to Paypal. I have $3,500 to spend

it would be ashame for Paypal not to there cut.

No purchase orders.

Furthermore you don't purchase from PayPal; you purchase from individual merchants/sellers. 

A seller can send a detailed invoice which you then pay directly.

It would be up to an individual seller to ACCEPT a purchase order.  The seller would then have to generate an invoice for payment.

In business purchase orders are often used for buying on terms for later payment.
