I don't remember an old account I had and an trying ro.create a new one well the debit card I have is linked to the other one can anyone help tell me what I should do?

Phone PayPal and recover the old account.

You will have problems with anything linked to the old account, like credit cards, bank acocunts, phone accounts, and SSN.
