i have a question......... since i dont have family in the usa or a us bank acc, most of my family is in the uk. the question is that instead of linking a us bank account, cant i link a uk bank account and withdraw my money there instead? from there they can send it to my bank in st. lucia via wire transfer. thank you. awaiting your response.
Paypal is country specific so you have to open a paypal account in the country you reside and add an address / phone number / and bank accounts from within that country ( if allowed).
The only exception is U.S users can add their bank accounts to other countries paypal accounts because paypal is a U.S company and allows its ex pats that priveledge.

thank you for your response. what doesnt make sense is that i made my paypal acc in st. lucia but when i try to withdraw it asks to link a us bank acc. i dont have the option to withdraw to my visa debit card anymore. i dont know what to do anymore.
PayPal is a US company so it stands reason that US citizens with a US bank acct living abroad can add theirs. If you are not a US citizen, you are only allowed to withdraw to local bank or to a card where applicable.
Wy don't you have the option to withdraw to Visa card? St. lucia you can only withdraw to Visa card or on US soil bank account.
my card is linked, i used to withdraw to my card, but i dont get the option to withdraw to my debit card. it only says link a bank acc. i even used this link https://www.paypal.com/wdfunds but it doesnt give the option to select the card. it asks to link a card which i already have.
Your PayPal account is a St. Lucia based account, right? So, you should be able to withdraw to Visa card. Have you tried withdrawing to a Visa credit card, instead of a Visa debit card? Is your Visa debit card issued in St. Lucia? The Visa card has to be issued in St. Lucia.
