Amendments to the PayPal User Agreement

I have two questions about the most recently announced aAmendments to the PayPal User Agreemen. Both concern the use of the PayPal Extras MasterCard.
"We are updating the “Payment Methods Used” section to clarify that, for pre-approved payments, if you have money in your PayPal balance, your PayPal balance will be used first and your preferred payment method will be used for any remaining amount due."
Doesn't this make it less desirable to keep any balance in your PayPal account at all, considering the additional accounting headache and loss of rewards points?
Also, I've noticed suddenly fewer websites that accept PayPal giving me the option to pay with the charge going immediately to my MasterCard. Has anyone else noticed this?
