All of a sudden my account started having funds held again

So I've been selling on eBay and using PayPal for a longggg time. I think my first eBay sale using my PayPal account was in 2011. A couple months ago, I sold around 40 items that were very small and inexpensive (it was a small face cream). However, in the last month, I've stepped up my eBay game and have been selling a lot of stuff that's bigger and more expensive (iPhones, Xboxes, etc). I stopped having my funds held by PayPal after I sold a few of those face creams because I'd finally reached the number of sales transactions. However, now, after selling about 14 items, I just got a notification that all payments that I receive from buyers will be held from now on. In the email, it said my account has a "limited buying and selling history with PayPal." Clearly, this is simply not true. I've had this account for years and have had MANY buying and selling transactions on it. I have never had ANY buyer disputes at all on my PayPal or eBay account. When I look on the website, it says:

 

For future payments, you can remove the 21-day delay by meeting these targets:

Complete 10 successful sales.  Complete

Receive at least $500.00 in payments for goods.  Complete
Be a PayPal account holder in good standing for at least 60 days. 0/60 days
 
So it says I've completed everything except being in good standing for 60 days. This makes no sense because I've been in good standing for YEARS. And all of a sudden this completely randomly happened. It's really frustrating because I rely on being able to use buyer's payment funds immediately when I am selling large expensive items. Has anyone had this happen to them before? Any solutions?

You admitted that you just started selling high-priced and high risk items.  You have extremely short history with high risk sales.  Your holds will continue.  As risk goes up you may also have a rolling percent held.

So, pay attention to the risks you are placing on PayPal.  Sugest you carefully review the policy on holds and limitations.  If you end up with disputes you could get your account suddenly limited.  Disputes are considered restricted activities, also explaned in User Agreement.

If I started to sell smaller items (like the face cream) again, would the funds continue being held? Do I still have to wait 60 days? I had no idea that this would happen from selling more expensive items, but I guess it does make sense. If I continued to sell large items for a while without any issues, would the funds stop being held? I'm not sure if I even can do that financially if I have to wait almost a month to get the money I spent back in my bank account.

I don't think you will be able to remove or shorten any future holds until you have sales to show a different pattern.  You'll just need to work the holds into your business model.  Keeping reserves for buiness is a good idea anyway.

Yep. I too have used PayPal for years and never had a problem with it until around March of this year. I don't sale much on ebay but I sale my apparel through E-Commerce and in person at wildlife trade shows. All of a sudden, my mobile card reader stopped reading cards and I do mean stopped reading any cards. I contacted PayPal and was shipped two brand new card readers. Problem solved right?? Wrong. Now that none of the card readers will work, I'm left with having to manually type in customers info and card numbers. There lies another problem! After $500 a month in manual entries, they freeze all other payments for 21 days after each payment!! And it's not as though my customers have to wait for an item to be shipped. They buy my products in person and walk away with it in hand and yet I'm still stuck waiting on top of the fact that they charge me interest everytime I manually type it in. Their money is automatically taken out while I'm stuck having to wait three weeks. Talk about aggravating when that's a part of your monthly income and they tell you it can't be released. And I even went as far as to speak with a Supervisor and was told the same thing. That it's "automatic and there's nothing we can do to lift the hold. You will just have to wait the 21 days per payment over the $500 limit is met or I can purchase their new chip card reader......" It sounds like a way for them to make more money to me as the regular black, triangle card readers were free. Also I used my personal credit card to add $200 into my PayPal account versus doing a cash advance at a bank, like I have done MULTIPLE times without a problem. Only now that money also has a 21 day hold on it even though I notified PayPal that it was MY OWN CREDIT CARD. I've never see any type of system that can't be overridden and have had payments released in the past but now all of a sudden nothing can be done?? I will be looking at other places for my card swipe devices very soon.

same here no return no refund item 
for no reason paypal put %10 held for 60 days which ruin my business.
After spending hours with paypal going to lawyer to get funds back.

fight with hackers scammers paypal. Please stop targeting small business owners that you think can not afford time and lawyer.
I ll give all you put on held 4k to lawyer.
This is stupid thanks ebay is adding other payments also.
