Reversal of payments from people in Singapore

Hi
I am the president of a non-profit organisation registered in the USA. We have had many people from Singapore try to pay for products using PayPal. These have all been reversed. The message from people who this happened to is that "According to Paypal, they do not have a remittance licence and as such, payments to non-profit organisations that are registered outside of Singapore have been discontinued from 31 March 2013."
Not sure who "they" is in this instance. It could be my organisation or PayPal.
Anybody know where I can find out more information on this? Why has this change been made and is it likely to continue. Apart from using non-PayPal payment methods, is there anything that can be done.
I looked on PayPal sites and could not find the answer to this question. I also tried to ask PayPal but all I got was an automated response which did not answer my questions. Then when I replied, using the email address they used for me, they said that there was no account registered at my email address!! As it is the one I use when I log in they are obviously wrong. Absolutely useless.
