Request Money Button Not Available

Hello there, I'm new to Paypal and I had a question concerning the 'Request Money' feature... which is... where is it? I can't seem to find it.  I've looked up tutorial video and even tried the help center and everywhere I've looked the Request Money button seems to be right there next to Send Payment but for some reason my account only has 'My Account' and 'Send Payment', and everything else is missing.

 

I currently don't have any money on the account with no bank account or credit card tied to it.  I tried upgrading my account to Premier but that changed nothing, I still don't have the Request Money button to send an invoice.

 

Do I need to upgrade to business account? Do I need to put money on my account first?  Is there some sort of payment I need to make before these features are unlocked or something?  I am quite confused.

 

Any help you can give me will be greatly appreciated.

Do you have US PayPal Account?

I'm not in the US, so I don't think so.  Where can I check that?

Not all countries have the same PayPal features.  If you reside in one of the countries in the last section of the groups, you can only send funds.

Oh, well that explains everything... and complicates matters for me.  Well, thank you very much for your help, saved me countless hours of frustration and confusion.
