Proof of business address

We are a registered LLC business - we have emailed Paypal the official certificate of incorporation signed by the State of Delaware. Paypal have responded that this is not proof of business address.

 

Can someone please explain this logic?

Is the the address on the LLC document the same address that you are using for your PayPal business account?
