Paypal told customer I wont accept payment..

and in reality I can't accept payment and it won't pay me until I upload a tracking number??? What the heck man I am not a new at all!!! I go to sell something for the first time in years and it gets help up by paypal and they tell me the customer it is my fault for not accepting payment!!??

It appears that PayPal wants proof of delivery before you get your money;  so, just provide the tracking number to show delivery.
