Payment by customers from Serbia as a guest?

Hi there,
Customers from Serbia cannot use their bank cards to make a payment as a "paypal guest" in the shopping cart checkout, is this correct, or is there a way for them to make a payment please?
I understand that they don't have Paypal accounts in that country yet, but I thought they would be able to pay with their cards as a guest?

They cannot. They had this option before but it is not available now.
Nobody know what the real reason is. I believe it is corrupted government. It is well know that they have "agency" for foreign currencies and that citisens are very restricted in receiving and sending foreign currencies.
For example, nobody can make tranfer in foreign currency and nobody can deposit foreign money on your account.
Also, companies must ask for special permissions and ton of paperwork to withdraw foreign money for expenses on business trip and they cannot have debit card which is connected to that account.
