Multi-tier affiliate program approval

I see more and more site being able to accept Paypal although they have a multi-tier affiliate program. If this available now, how/where do I submit my site for approval? Thank You!

Thank you very much for the link, but it doesn't mention anything about multi-tier affiliate programs!

In the past Paypal did not allow any MLM programs, so if this was changed, there has to be

a way to get approval or a notice posted that this is permitted now. I don't want to risk losing

my account for not being approved.
